Unfortunately, 4k isn't much budget in the CNC world. If I were you, I would search for something used. A Camaster stinger is a pretty robust and capable machine that starts around 6k. if you could...

CNC machines are cool and a lot of fun but it's all about the software.

Yes, you need an accurate machine and spindle.
It takes a lot of time to do 3D so more speed is better in that...
