That's correct. Universal motors don't care about the frequency differences, and the small voltage differences (230 vs 240) are also trivial.
My Kapex is actually a European 230 v model because the U.S. 120 v model had not been designed when I started on the manual. I replaced the plug and connected it to a 240 volt outlet in the shop. Because Carvex is a portable tool, I believe it should be available at 120 volts for use at U.K. jobsites where lower voltage is mandated over there.
